Horrible Municipal Water - Need advice for filtering equipment

Please advise to how I should deal with the local municipal water. Living in central NC and have the following city water quality, almost 0 hardness with dissolved solids approx. 110 ppm. Our soil strata is devoid of minerals and therefore runoff is not picking up typical mineral content. For reasons not elaborating the city does not use chlorine but cloramine. I have a brand new plumbed in machine and want to be able to treat the city water to make espresso. I would like to be able to remove the cloriamine and think that catalytic charcoal will do the trick. The question is how to safely add minerals back to the city supply? The city engineer cautioned me about adding calcite blocks as the water is so void that people have gone to the hospital with overdoses of calcium. Any Ideas, thanks.
